Several dealers in the area were prepared to sell at cost plus 4%. we chose the closest one.

Buying a 2009 Toyota Matrix, and saving $1000 off of MSRP.
I told them up front i had a wholesale value from car cost canada. The sales rep said they didn't deal that way. The first price he offered me was $20,890. He told me if i got other offers from other dealers he would try to match or better his original offer. I got other offers and brought them back to thousand island toyota. He gave me the better price. I took the price to a different dealer and he told me he couldn't beat it so i settled with thousand islands toyota. The final offer was $19,900 for a new base car on the lot. That is $19,900 after all taxes and charges. So i saved about $1,000 from their original offer.

The dealer was recommended by a Friend. The local dealer where I live had tried to way overcharge me on my last vehicle...$3000 more on a trade then another dealer quote just over the phone. Was worth the drive to Brockville. Ive had Toyotas before and been happy with them. With the carcost canada price in mind and the economy I was able to purchase a vehicle new, with more options for less then I paid for the same vehicle I was replacing that I bought 4 yrs earlier. I made my Carcost money back many times over already!

I found that, when looking for a very popular car/model, there basically is no room for discounts. A used vehicle's price is the only price to haggle with. It is better, if you have the time, to sell your used vehicle privately.
The Dealership was good, friendly, found the vehicle we wanted, and should be ready for pickup within 4-5 days (time - due to extras we purchased).
As far as using the Wholesale Price Report, again, if looking for a very popular car/model, the dealerships will acknowledge the report, but will not offer any discounts.
